What would be best for this dress?

I bought a dress for homecoming. It’s hard to describe the design, but it’s blue & black w/some lace as part of the design.
I am hoping to get some opinions on what type of hairstyle to do (curls or something), what color eyeshadow would be best, what color shoes/purse to have, and what color accessories if I cannot find something blue to match.
All opinions are appreciated… thanks in advance!
pat z… my hair is barely past my shoulders. the dress has straps about an inch wide, but no sleeves, and it’s about at my knees. thanks for your help

one last thing, I hope. the lace is very subtle.

Black shoes, curly updo (if there’s not much lace on the dress — if so, go with a smooth hairstyle).
Cosmetics should be something natural, either emphasize your eyes or mouth — but not both.
Black shoes (brings more attention to the dress)
Hairstyle (The hairstyle must go with your face, not the dress!)
eyeshadow (blue, to match your dress)
purse (black, your purse should always match your shoes)
accessories (a nice onyx pendant necklace)
You can’t go wrong with black accessories! Strappy black sandal-ly heels (that you can dance in, of course!) and sheer black stockings…for a start. Get a (black, maybe also with lace or beaded?) purse “big enough” to hold your house key, credit card or “mad money”, some tissues and a lipstick, period.
In my experience, it is often very difficult to match a particular color and nothing looks worse than the wrong shade!
You don’t say whether your dress is long (more formal) or short (like a cocktail dress) or what kind of neckline and sleeves (or not) it has. Is you hair at least shoulder-length or is it shorter? I have nearly waist-length hair and prefer to wear it down rather than have it up sort of unnaturally arranged and lacquered stiff. Curls could be cute and a little more “dressy” if you don’t usually wear your hair that way. What about the top part pulled back with curls cascading down the sides?
Match your eyeshadow to your eyes NOT to your dress. Now is the time to bring out the sparkly stuff!

Lace is busy, so I’d probably wear the hair straight, and opt for as few accessories as possible because of the lace.
